The Heritage House and Valle Verde Apartments project in Napa is a combined 90-unit affordable housing development that brings much-needed homes to a high-cost region while making efficient use of an existing site.
Developed by Burbank Housing, the project pairs the adaptive reuse of the former Sunrise Assisted Living Center as Heritage House (66 units) with Valle Verde Apartments (24 units), a new-construction building on the same campus.
Together, the development serves low-income households, including agricultural workers and people experiencing housing insecurity, and is located near parks, transit, services, and schools. With community amenities such as resident gathering spaces, outdoor areas, on-site management, and utilities included in rent, the project demonstrates how thoughtful infill and reuse can expand affordable housing while supporting sustainability, efficiency, and long-term community well-being.
